Roof Insulation

We have had an issue come up regarding the Rvalues being reduced for a project that has already been registered to NC2009.

Per project manager:

"... it looks like as long as the polyiso is bought before the end of the year you get the current/old value.

All the insulation has been purchased, so as long as the LEED requirements are based on what the R value was when the project was registered, when it was designed and when it was purchased (but not project completion) it appears to be a non issue." Can anyone verify any of these assumptions??
