"All tenant fit-out areas that are not under developer control must be modelled
identically in both the baseline and proposed building unless tenant guidelines
prescribing relied upon fixture flow rates etc are provided as part of Tenant Fit-Out Design & Construction Guide".

1. What is the meaning of above paragraph exactly?
2. Will water fixtures specify for areas are not under developer or not?
Please advise.
