Hi Ryan, the term "preferred parking" in LEED refers to providing preferential treatment to vehicles that are green or that utilize carpools or shared ride vehicles.
Preferential treatment refers to reducing the walk time to the functional entry to the shortest possible walking distance, with the exception of handicapped parking spaces.
For green vehicles the preferred parking should be 5% of all parking spaces on the project. Green vehicles may be those that use electric vehicle charging stations , or other alternative fuel vehicles.
