Does anyone know what does PIf stands for?

PI, as in forms PI 1, 2, 3, etc. stands for "Project Information". So, PIf3, aka PI Form 3, is the form for "Occupant and Usage Data" calculating in LEED.
From LEED Online:
Project Information Forms are referred to as 'General Submittals' in Existing Buildings: Operations & Maintenance v2008 and in LEED Online v3 replace the Summary and Documents tabs of LEED Online v2. These forms provide a comprehensive, general description of the project. All Project Information Forms must be completed before the project may be submitted for review. Furthermore, LOv3 automatically submits the PI forms at every phase of review (like other credit or prerequisite forms, they may be edited before a submittal), except in the appeal phase, unless the form was selected for appeal or altered since previous review. The statuses for Project Information Forms are approved and not approved; all Project Information Forms must be approved by the CB for certification. As with prerequisites and credits, not approved Project information Forms may be submitted for an appeal review for $500 per form.
