Thanks for your question. Yes, LEED version 4 (aka "v4") is being released at Greenbuild in November. USGBC has been working hard on collecting feedback on LEED v4 and the organization will continue to collect feedback from stakeholders for the foreseeable future.
There will be a transition period between the current version of LEED and LEED v4, just as there was for LEED version 2.2 to LEED version 3. I expect it will be 9-12 months before the exams are updated to incorporate LEED v4, but you may want to call GBCI directly at (800)795-1746.
So, you should have time, perhaps as much as a year, if you are currently studying using LEED version 3 materials to prepare.

USGBC has reported that the new LEED v4 rating systems AND exams will be released at the Greenbuild conference in November 2013. They have said that while people can begin taking the new LEED v4 exams in November 2013, but that the 2009 version ("version 3") exams will be available until at least the end of Quarter 1, 2014. Therefore, both the 2009/v3 and v4 exams will be offered simulataneously until at least March 2014, and then only the v4 exams will be offered. The exact cutoff date for the 2009 exam is to be determined.
Therefore, you should have until at least the end of March 2014 to take the current version of the LEED AP exam.
