General Area Illumination Controls

I was wondering what the "general area illumination controls" in the LEED Letter Template of EQc6.1 refers to. You know there is a check box at the bottom of that page saying "general area illumination controls have not been included as individual controls in the Table...". I'll really appreciate if anyone could give a thorough and official answer. Thanks!

You need to provide table task lights for the general area illumination control. It will consider like open office.
